You might find Deblock_QED on it's own does a better deblocking job where there's fast movement, but it'll also blur a lot, and it's in more static areas where blocking looks worse anyway. You'll never fix severe blocking, and even fixing mild blocking will probably cost you some detail, but the above method has a pretty good deblocking to detail loss ratio, and I find it looks better because it cleans up the edges of objects and does a much better job debanding.
